1. PURPOSE, SCOPE, CHANGES

The purpose of this Manual is to provide assistance and direction to the volunteers who are responsible for the operation of the Port Perry Minor Hockey Corporation.

These policies and procedures are subject to the Constitution and By-laws of the Corporation.

Changes to policies and procedures may be made by a majority vote of the Board of Directors at any meeting of the Board. The Secretary/Treasurer will record changes in the Manual and notify all Directors of the change(s).


2. POLICY ON VOLUNTEERS

Port Perry Minor Hockey is a volunteer organization. While the Corporation could not operate without the dedication and commitment of the people who give their time and effort, we, as an organization, must do our part to protect our members. Accordingly, volunteers will be subject to a screening process before being allowed to take part in Corporation activities.

The policy on volunteers and members with criminal records is adapted from the Ontario Hockey Federation Speak Out Guide to Preventing and Responding to Harassment and Abuse and the Ontario Minor Hockey Association Police Record Check guidelines.

The Port Perry Minor Hockey Corporation accepts its significant responsibility with respect to all members, and especially the hockey players that participate in our hockey program.

The Corporation owes a duty of care to its members, to staff and to the community. Acceptance of this duty is reflected in all organization programs, services and activities, as well as in our policies and procedures.

The Corporation recognizes that some of the positions in the organization are of significant trust. People applying for and undertaking positions of trust will be subject to more intensive initial and ongoing screening and supervision than individuals in placements, which are not positions of trust.

Port Perry Minor Hockey will not discriminate against any person on the basis of age, race, sex, marital status, etc. unless there is a bona fide reason related essentially and explicitly to the position being applied for, and will do so with due consideration for the need to accommodate applicants where possible.

For certain positions in Port Perry Minor Hockey a Police Record Check will be required as one element of the screening process.

In general, individuals with outstanding Criminal Code convictions or charges pending for certain offences will not be accepted for a direct service position with hockey players. These offences include, but are not limited to the following:

  • physical or sexual assault;
  • current prohibitions or probation orders forbidding the individual to have contact with children under the age of 14;
  • indictable criminal offences for child abuse, (no time limit);
  • outstanding convictions or charges pending for any violent offence, whether or not it involved weapons;
  • outstanding convictions or charges pending for criminal driving offences, including but not limited to impaired driving. Specifically, the Corporation is looking at two or more criminal driving convictions in the past three years;
  • individuals with outstanding convictions, (eight years old or more recent), for provincial offences related to a bona fide occupational requirement or qualification may be excluded from a position of trust, depending on the circumstances;
  • intent to traffic or trafficking in illegal substances within the past eight years;
  • possession or other illegal substance convictions within the past five years;
  • applicants may be rejected as a result of other information gained during the police records check process or through the screening process as a whole, or as a consequence of other factors. The applicant has the right to know why he or she is being refused, and may appeal to the Board of Directors in writing for a review of their record.

It should be noted that every volunteer, once accepted, is obliged to inform the appropriate Corporation Director if he or she is charged, tried or convicted of any offence under the Criminal Code or under other provincial or federal statutes, if that offence is relative to a position of trust held by the individual."

Any volunteer who is required to obtain a Police Record Check must deliver the original document, dated not more than one month earlier, to the Board Designate. The Board Designate will review the Police Record Check and advise the Board if the applicant is suitable or not, according to the Policy on Volunteers. The Board Designate will not reveal specific information from the Police Record Check to anyone, except with the express written consent of the applicant. The Board Designate will file the Police Record Checks in a safe and secure place.

The Board Designate will be a person in a position of trust, such as a Doctor, Dentist, Lawyer, Police Officer, Clergy, Banker, Accountant, Notary Public, School Principal, etc.

Police Record Checks must be obtained every 3 years or when required by the Board.


3. CODE OF CONDUCT

This Code of Conduct identifies the standard of behavior which is expected of all Port Perry Minor Hockey members and participants, which for the purpose of this policy shall include all players, guardians, parents, coaches, officials, volunteers, directors, officers, committee members, convenors, team managers, trainers and administrators involved in PPMH activities and events.

PPMH is committed to providing an environment in which all individuals are treated with respect. Members and participants of PPMH shall conduct themselves at all times in a manner consistent with the values of PPMH, which include fairness, integrity and mutual respect.

During the course of all PPMH activities and events, members shall avoid behavior which brings PPMH or the sport of hockey into disrepute, including but not limited to abusive use of alcohol, use of non-medical drugs and use of alcohol by minors.

PPMH members and participants shall at all times adhere to PPMH operational policies and procedures, to rules and regulations governing PPMH events and activities, and to rules and regulations governing any competitions in which the member participates on behalf of PPMH.

Members and participants of PPMH shall not engage in any activity or behavior which interferes with a competition or with any player or team’s preparation for a competition, or which endangers the safety of others.

Members of PPMH shall refrain from comments or behavior which are disrespectful, offensive, abusive, racist or sexist. In particular, behavior that constitutes harassment or abuse will not be tolerated, and will be dealt with under the OMHA Harassment policy.

Failure to comply with this Code of Conduct may result in disciplinary action in accordance with the Discipline Policy of PPMH. Such action may result in the member losing the privileges, which come with membership in PPMH, including the opportunity to participate in PPMH activities and events, both present and future.


4. DISCIPLINE

Any incidents that are covered by the OMHA or OWHA procedures on Harassment and Abuse will be dealt with under those procedures. Any other incidents will be dealt with under this procedure. Also refer to Sec. 8 of the Constitution and By-Laws.

Head Coaches may suspend a player for one game for disciplinary reasons. Any suspension must be reported to the appropriate convenor. The coach must also notify the player’s parent/guardian of the suspension and the reason for it.

House league convenors may suspend players in their division in accordance with the OMHA list of suspensions. If a convenor is considering assessing more than the minimum number of games from the list he/she must first notify and obtain the approval of the Head House League convenor. The convenor must notify the player and the player’s coach of the suspension and the reason for it. The coach must then notify the player’s parent/guardian.

Any discipline that falls outside of the above authority must be referred to the Discipline Committee. The committee will be composed of three members appointed annually by the Board of Directors. Alternates will be named to sit on the committee if a member has a conflict of interest.

When called on to investigate an incident the committee will follow this procedure:

  • the committee may call a meeting to hear the circumstances;
  • the involved parties may appear before the committee to be heard;
  • the committee has the authority to issue a penalty, up to revocation of membership;
  • the committee will personally notify the member of the decision;
  • the member has the right to appeal either the decision or the penalty;
  • a written request for appeal must be submitted to the Board of Directors within 5 days of the member receiving the notice of the committee’s decision;
  • appeals will be heard by the Board of Directors;
  • the chair of the Discipline Committee will present the facts to the Board;
  • the member can be heard if they wish;
  • the Board can uphold, overturn or amend the decision and/or the penalty;
  • the decision of the Board will be by a majority of votes taken secretly;
  • the written votes will be destroyed after the result is recorded.

Records of all proceedings are to be maintained by the Board.


5. RESPONSIBILITY OF COMMITTEE CHAIRS

Directors of the Corporation will have the following responsibilities.

Communications:

  • communication between the Board and the members of the Corporation through newspaper articles and advertisements, newsletters, the bulletin board at the arena and the internet site;
  • frequently retrieve voice mail and e-mail messages and respond to them or forward them to the appropriate member;
  • with Sponsors chair, maintain sponsor board at arena.

Reports to: Vice-President, Operations.

Position Risk: No direct contact with players or finances.

Police Record Check: Required.

Equipment:

  • buy team sweaters and socks and major goal equipment when they’re needed;
  • maintain equipment belonging to PPMH;
  • keep a record of PPMH equipment loaned out to players or teams;
  • work with Sponsors chairman to assign sponsors to teams;
  • assign equipment lockers to teams;
  • issue keys or combinations for equipment lockers;
  • buy and stock first aid kits for House Leagues;
  • buy trophies and awards for House League championships;
  • order Esso awards when needed;
  • give a financial statement to the Secretary/Treasurer at the end of the season.

Reports to: Vice-President, Operations.

Position Risk: Some contact with players, handles finances.

Police Record Check: Required.

Head House League Convenor

  • recruit, supervise and assist house league convenors for each age group;
  • get players’ cards, team officials’ cards and team roster sheets from the Registrar;
  • deliver them to division Convenors for completion and distribution to coaches;
  • make sure the players’ cards and the roster forms are properly completed and return them to the Registrar for approval;
  • handle discipline matters Convenors need assistance with;
  • help the Tournament Convenor organize house league tournaments if needed.

Reports to: Vice-President, Operations.

Position Risk: Contact with players.

Police Record Check: Required.

Ice Scheduler

  • rent required ice time;
  • sign ice rental contracts on behalf of PPMH;
  • schedule tryouts, practices and games for all teams;
  • prepare House League schedules and deliver them to the Head House League Convenor;
  • provide the Communications Director with schedules for posting at the arena and on the web-site;
  • notify the appropriate team or convenor of any changes to the schedule;
  • record the number of OMHA quarterfinal games played in Port Perry and forward the number to the Treasurer for payment to OMHA.

Reports to: Vice-President, Operations.

Position Risk: No contact with players or finances.

Police Record Check: Not Required.

OMHA contact

  • liaison with OMHA;
  • attend OMHA meetings;
  • receive mail from OMHA and forward to appropriate people;
  • advise members on issues or questions dealing with OMHA procedures;
  • forward Rep and AE games sheets to league statisticians;
  • schedule OMHA playdowns series, sign contracts and record results.

Reports to: Vice-President, Operations.

Position Risk: No contact with players or finances.

Police Record Check: Not Required.

OWHA contact

  • Rep for OWHA teams;
  • attend OWHA meetings;
  • work with ice scheduler for games and practices.

Reports to: Vice-President, Operations.

Position Risk: No contact with players or finances.

Police Record Check: Not Required.

Referee-in-chief

  • referee and officials training, supervision and scheduling;
  • maintain a list of referees and their qualifications;
  • provide a list of referees to Registrar for including on the registration database;
  • pay House League officials;
  • provide a financial report to the Treasurer at the end of each season.

Reports to: Vice-President, Operations.

Position Risk: Contact with players, handles finances.

Police Record Check: Required.

Registrar

  • set registration fee along with the Secretary/Treasurer and budget committee;
  • set dates for registration;
  • recruit volunteers to assist with registration;
  • obtain OMHA players’ cards and have them signed by players and parents;
  • make sure registration forms are properly completed;
  • record all payments and forward them to the Secretary/Treasurer;
  • maintain a database of all registrants on the PPMH computer;
  • keep all players’ registration forms on file;
  • after receiving a list of players selected for Rep. teams, deliver the players’ cards, team roster forms, A.P. forms and team officials’ cards to the coaches or managers;
  • deliver the remaining players’ cards, team roster forms and team officials’ cards to the Head House League Convenor;
  • make sure the above are filled out properly and deliver them to the OMHA contact and the OMHA REM for approval;
  • keep a file with copies of all team rosters.

Reports to: Secretary/Treasurer.

Position Risk: Some contact with players; handles finances.

Police Record Check: Required.

Rep Teams Convenor

  • assist Rep and AE team staffs with OMHA and PPMH procedures;
  • provide communication between the Board and Rep teams;
  • attend as many Rep games as possible to represent PPMH;
  • handle concerns or problems if they can’t be settled at the team level;
  • handle any discipline matters or refer to the Discipline Committee when required;
  • maintain a record of any disciplinary action taken against any players;
  • back up the OMHA and OWHA reps to attend league meetings.

Reports to: Vice-President, Operations.

Position Risk: Contact with players.

Police Record Check: Required

Revenue

Supervise volunteers and committees for:

  • sponsorship,
  • fund-raising (golf tournament, Nevada, elimination dance, Crown & Anchor, 50/50 draws, clothing),
  • gate admissions;
  • arrange and record pay for Rep game referees and timekeepers;
  • invoice teams for exhibition game fees;
  • provide a financial report to the Secretary-Treasurer at the end of the season.

Reports to: Secretary/Treasurer.

Position Risk: Handles finances.

Police Record Check: Required.

Tournaments

  • organize and convene Rep and/or AE team tournaments;
  • organize House League tournaments;
  • work with House League convenors on running House League tournaments;
  • fulfill all OMHA regulations regarding tournament records;
  • report financial results of tournaments to Board.

Reports to: Vice-President, Operations and Secretary/Treasurer.

6. RESPONSIBILITIES OF OTHER VOLUNTEERS

A volunteer who is not a member of the Board of Directors will chair the following committees. They may attend Board meetings but will not have a vote.

Clothing

Responsibilities:

  • find a suitable distributor of off-ice clothing;
  • put together a list of available items;
  • arrange dates for fitting and taking orders;
  • deliver orders to the supplier and arrange for delivery of clothing;
  • deliver clothing to members and take payment;
  • keep a bank account strictly for clothing purchases;
  • provide a financial statement to the Treasurer when required and at the end of the season.

Reports to: Revenue Director.

Position Risk: Handles Corporation finances.

Police Record Check: Required.

Gate Admissions

Responsibilities:

  • communicate the gate collection policy to all Rep teams at the start of each season;
  • ensure referees are paid for all Rep, Select, Bantam, Midget and Juvenile House League games;
  • keep a financial record of referee payments and cash advances;
  • prepare a financial report for the Revenue Director at end of the season.

Reports to: Revenue Director.

Position Risk: Handles Corporation finances.

Police Record Check: Required.

House League Convenors

Responsibilities:

  • be familiar with OMHA and PPMH Constitutions, By-laws, and Procedures;
  • work with the Head House League Convenor on any requirements;
  • recruit and select coaching staffs for house league teams,
  • hold a coaches meeting and communicate the responsibilities of coaching staffs;
  • select teams for your division using the previous season’s player evaluations as a guide (select teams as independently as possible to avoid "stacking" teams) (try to comply with legitimate requests to have certain players on the same team);
  • get players’ cards from the Head House League Convenor after Rep and AE teams have been picked;
  • fill out team roster sheets and players’ cards and return to the Registrar for approval by OMHA;
  • give approved players’ cards and team rosters to coaches;
  • deliver schedules to coaches;
  • attend all games in your division (if unable to, arrange for an alternate);
  • rate the teams after a few games and balance them if necessary (try to balance only once);
  • check the timekeepers booth for damage before and after games; report any damage to the Head House League Convenor and arena staff;
  • make sure a first aid kit is available during house league games;
  • notify the Equipment Director if anything in first aid kit needs replacing;
  • record results of league games and notify the Director of Communications for publishing;
  • check game sheets after each game, make note of any penalties which would result in suspensions;
  • handle any discipline matters in your division (with assistance of the Head House League Convenor if required);
  • record any discipline, including suspensions, resulting from PPMH activities (be aware of OMHA rules regarding suspensions);
  • handle concerns or problems if they can’t be settled at the team level;
  • attend as many practices in your division as possible; monitor the quality of practices and assist coaches with any requirements (practice plans, videos, etc);
  • approve and record all aspects of the Select program: player selection, number of games, tournaments, practices, etc.;
  • distribute Player Evaluations to coaches in January; make sure they’re completed and returned by February 28;
  • work with Tournament Director setting up and running House League tournaments;
  • attend playoff games in division; maintain standings for finals; distribute awards at final games.

Sponsors

Responsibilities:

  • approach local businesses to recruit sponsors;
  • work with Equipment Director on requirements and placement of sponsors on teams;
  • provide a list of sponsors to Communications Director;
  • with Communications Director, maintain sponsor board at arena;
  • deliver letters of appreciation and team pictures to sponsors;

- submit advertisement to local papers thanking sponsors

  • contact sponsors in March for the following season;
  • keep a record of sponsors, including when sponsorship begins, team sponsored, etc.;
  • keep financial records related to sponsors;
  • give a financial report to the Revenue Director when required, and at year-end.

Reports to: Revenue Director

Position Risk: No contact with players, handles Corporation finances.

Police Record Check: Required.


7. REGISTRATION

  • the registration fee will be determined each year by the Board;
  • registration dates will be determined by the Registrar and approved by the Board;
  • a deposit of $50.00 per player is required on the registration date; the balance can be paid by two post-dated cheques;
  • a discount will be offered for those who register in the spring;
  • the 4th player in a family plays free;
  • the fee is the base cost for playing house league, an additional fee will be collected from players who are selected for Rep and Select teams to cover additional ice time and referees;
  • registration in a division may be limited so the maximum number of players on House League teams is 16, any others may be put on a waiting list;
  • girls may request to register with both an OWHA team and an OMHA team;
  • each request will be reviewed by the Board;
  • girls must state which league is their first choice, they will not be allowed to register in the league of their second choice if their division is already full;
  • girls registering in both leagues must pay registration fees for both.


8. TEAM PLACEMENT

PPMH may after review and approval by the PPMH Board enter Major Rep. teams and Minor Rep. teams if registration numbers are high enough. There must be a minimum of 75 players registered in a division (e.g. Atom) and a minimum of 33 players from each of the two birth years within a division (eg. Major Atom and Minor Atom) to enter both. Major and Minor Rep. teams will only be registered if there are enough players to have a full complement of teams in the House League (minimum 4 teams with at least 11 players each).

The exception to this is in Midget. If there are enough players, PPMH will enter a Minor Midget Rep. team from 15 year olds, a Midget Rep. team from 16 and 17 year olds and a Midget AE team from all Midget players.

It is an OMHA rule that a centre must enter a Major Rep. team before being allowed to enter a Minor Rep. team, unless the OMHA Executive has given special permission to enter a Minor Rep. team only. If there are not enough players in a birth year to enter both, and OMHA permission is not sought or given for a Minor Rep team only, the first Rep. team will play at the Major level. A second Rep team may be entered at the Additional Entry level with OMHA approval.

PPMH’s base classification with OMHA is ‘A.’ Rep. teams will play in the Lakeshore League. In addition to OMHA and PPMH Policies and Procedures, Rep. teams will be governed by the Lakeshore League rules.

Placement of girls’ teams will be determined from year to year based on registration numbers. Teams will play under the rules of the OWHA.

The number of House League teams in Novice to Juvenile will be determined by spring registration. There should be an even number of teams in each division. Two divisions may have to be combined, depending on registration.

A Juvenile Rep. team will be registered if there are enough players. If there are enough players for a Juvenile house league team, efforts will be made to find a Local League or a House League in another centre that will accept the team.


9. COACHING

Selection Process:

Rep teams:

- notices for applications will be posted in the arena and on the web site and ads put in local papers in February;

  • application forms will be available at the arena and on the web-site;
  • the Board will determine the cutoff date for applications;
  • interviews will be held in April or May;
  • the interview committee will be composed of at least 3 members;
  • the Board will determine which applicants will be interviewed;
  • at the interview the responsibilities of a coach, the Policy on Volunteers and the Code of Conduct will be discussed;
  • the interview committee will make recommendations to the Board and the Board will vote on the recommendations;
  • successful applicants must obtain a Police Record Check and deliver it to the Board Designate; if not already on file;
  • final approval depends on the result of the Police Record Check;
  • attempts will be made to have Rep coaches selected prior to the Annual General Meeting;
  • the Vice-President - Development will notify all applicants of the choice;
  • the Communications Director will send an article to the local papers with the names of selected coaches;
  • if there is no suitable applicant for a team the position will remain open until filled by the Board.

Responsibilities of Coaching Staffs

All members of coaching staffs:

  • are responsible for the day to day operation of their team;
  • must be familiar with CHA rules, the OMHA or OWHA Constitution and Manual of Operations, the PPMH Constitution, and PPMH Policies and Procedures;
  • must conduct themselves in accordance with the PPMH Code of Conduct;
  • must attend a Prevention Services seminar;
  • must obtain a Police Record Check (if not already on file with PPMH) and deliver it to the Board Designate by October 31;
  • are responsible for keeping PPMH sweaters and equipment in good condition;
  • Rep and Select coaches are required to obtain an NCCP coaching certificate;
  • House League coaches are encouraged to obtain a certificate and must have it to enter tournaments;
  • Rep and Select team trainers are required to obtain an HTCP trainer’s certificate;
  • House League teams must have a certified trainer to enter tournaments;
  • House League coaches should assume the responsibilities of Manager and Trainer if the team does not have them.

Responsibilities of Head Coaches:

  • attend PPMH meetings when required;
  • establish seasonal goals and objectives;
  • hold fair and impartial tryouts (for Rep and Select teams);
  • select support staff that meet PPMH standards and approval and will provide maximum benefit to you and your players - teams are limited to 5 staff members: Head Coach, Trainer, Manager, Assistant Coach and Assistant Trainer/Coach in that order (OMHA Rule 35.1);
  • the Head Coach can pick his/her own staff, but all members must be approved by the Board - a list of staff members should be given to the Board for approval before the team roster is submitted to the OMHA;
  • set a team budget with assistance of your staff;
  • hold a team meeting prior to the season to communicate goals, objectives, team rules and expectations and the financial commitment expected from each family;
  • maintain communication with team parents during the season, individually and through team meetings;
  • plan effective practices;
  • using appropriate language, sequences and progressions, teach hockey skills suitable to the age group and skill level of your team;
  • recognize that your players differ in learning ability and desire;
  • teach life skills to your players;
  • review safety issues with team trainer on a regular basis;
  • ensure players are properly supervised at all times (two adults present with players at all times);
  • handle any concerns of team parents with the best interests of PPMH and your team in mind;
  • seek assistance of your convenor when required;
  • report any abuse or harassment of players to a Board member.


10. RESPONSIBILITIES OF MANAGERS

All teams:

  • assist the Head Coach with administrative duties;
  • act as contact between the team and the Board;
  • fill out players’ cards and team rosters;
  • return completed forms to OMHA or OWHA Contact for approval;
  • ensure a medical history form is completed for each player and have them at all team functions;
  • assist the Head Coach with setting a team budget;
  • seek assistance of team parents in running team activities;
  • notify the Ice Scheduler of dates of all tournaments and out of town exhibition games;
  • when having an exhibition game in Port Perry arrange for referees and a time-keeper through the Officials Scheduler, when having one outside Port Perry arrange for game officials through the Officials Scheduler of that centre;
  • notify the Gate Admission Co-ordinator of exhibition games and arrange for the fee to be paid;
  • be available to assist or supervise any players who leave the ice early;
  • organize parents to help at team’s home tournament;
  • maintain accurate financial records and report to team parents during and at the conclusion of the season;
  • submit a financial report to team parents at the end of the season and to the Board of Directors, if requested.

Rep teams:

  • fill out players’ cards, team rosters and A.P. forms;
  • organize a schedule for parents to collect the gate for each home game;
  • keep track of won/lost record and submit to the Convenor at the end of the season.



11. RESPONSIBILITIES OF TRAINERS

(Taken from the HTCP Trainer’s Manual.)

As a hockey trainer, your primary responsibility is to ensure that safety is the first priority at all times during hockey related activities, both on and off the ice. You must play a leadership role in enhancing the safety of players and all others involved with minor hockey.

The following are some responsibilities the hockey trainer should assume:

  • implement an effective risk management program with your team which strives to prevent injuries and accidents before they happen;
  • take on a proactive role in identifying and minimizing or eliminating risks during all activities and if ever in doubt, err on the side of caution;
  • promote and reflect the values of Fair Play and instill these values in all participants and others involved in minor hockey;
  • conduct regular checks of players’ equipment to ensure proper fit, protective quality and maintenance and advise players and parents regarding the purchase of protective equipment;
  • promote proper conditioning and warm-up techniques as effective methods of injury prevention;
  • maintain accurate medical history files on all players and bring them to all games and practices;
  • maintain a fully stocked First Aid Kit and bring it to all games and practices (First Aid Kits are supplied for house leagues);
  • implement an effective Emergency Action Plan with your team;
  • recognize life-threatening and significant injuries;
  • manage minor injuries according to basic injury management principles and refer players to medical professionals when necessary;
  • recognize injuries which require a player to be removed from action, refer players to medical professionals and co-ordinate return to play;
  • promote a healthy lifestyle with all hockey participants by being a good role model while educating players regarding hygiene, performance-enhancing substances, drug and alcohol abuse, nutrition and hydration;
  • facilitate communication with players, coaches, physicians, therapists, para-medical personnel, parents, officials and other volunteers regarding safety, injury prevention and players’ health status;
  • in the event a player is injured during a PPMH activity, fill out an injury report and submit it to your convenor;
  • have the player’s doctor okay his/her return prior to returning from an injury.


12. TEAM SELECTION

Rep Team Tryouts:

  • the schedule will be set by the Ice Scheduler;
  • dates for final selections will be determined by the Board;
  • the Communications Director will post the schedule in the local papers, at the arena and on the web site;
  • a fee will be charged each player for each tryout, with the proceeds going to PPMH;
  • a Board member or other volunteer must be present for each tryout to make sure each player is properly registered, collect the fee and hand out tryout jerseys;
  • tryout jerseys must be returned after each session;
  • any exhibition games during tryouts must be arranged by the coaching staff;
  • the Officials Scheduler must be notified of exhibition games;
  • coaches should keep in mind that tryouts must be fair - if a coach is considering assistants who have a son or daughter trying out for the team, use independent people to help with the tryouts, this will avoid the appearance that any spots on the team have already been decided;
  • how a coach communicates cuts is up to him/her, but the Board requires they be made in such a way as to avoid embarrassment to the player – e.g., announcing cuts in front of everyone is not acceptable, posting lists is discouraged;
  • when the team has been selected, give a list of players to the Registrar, who will pull the players’ cards and give them and the roster sheet back to the coach or manager for completion;
  • a fee is payable to PPMH from each team to cover costs of additional ice time and officials;
  • the fee will be determined by the Board;
  • the fee is due by October 31st.

In the event Major and Minor Rep teams are not entered, Rep and AE teams would consist of both Major and Minor age players. Emphasis on selecting players should be on selecting the strongest possible team, however consideration should also be given to developing Minor age players for the following season. This consideration is particularly important to the AE teams.

House Leagues

  • at the earliest opportunity House League Convenors should begin putting teams together, using the previous year’s Player Evaluations to assist in choosing balanced teams;
  • consideration is to be given to requests for certain players to be on the same team for legitimate reasons;

Select Teams:

  • the Head Coach will select players with input from the Convenor and other House League coaches;
  • attempt equal representation from all House League teams;
  • attempt a balance of minors and majors for development;
  • a fee is payable to PPMH to cover costs of additional ice time and game officials.


13. HOUSE LEAGUE

  • House League divisions will begin skating after Rep tryouts begin – the Communications Director will post notices of the dates;
  • the first ice times will be divided into separate sessions for Minor and Major age players;
  • the division Convenor and any coaches who have been selected should watch and evaluate the players’ abilities to assist in picking teams;
  • once teams have been picked, one or two practices will be held before games begin;
  • House League games should begin by the first weekend of October;
  • House Leagues will usually play on Saturdays, unless the arena is being used for a tournament or is otherwise unavailable to PPMH;
  • the Ice Scheduler will give schedules to Convenors as soon as possible;
  • Novice House League should have coaches on the ice to help players until the Convenor decides it’s no longer necessary;
  • Novice and Atom House Leagues may use a 3-minute buzzer system for line changes in all games, including playoffs;
  • House League players properly equipped for a game should be given equal ice time regardless of ability, with the exception of the last five minutes of a playoff game, when the coach may substitute players at his discretion;
  • at the discretion of the Vice-President-Operations and the Convenor involved, House League players may be transferred from one team to another for the purpose of balancing teams;
  • the number of changes should be kept to a minimum;
  • House League players may be moved one age category above or below their recognized age group at the discretion of the Vice-President-Operations and the Convenors involved;
  • Rep and AE goal tenders up to Atom age may play as skaters in the House League at the discretion of the VP Operations and  Convenors involved;
  • Convenors will provide game sheets to coaches for the duration of  the season;
  • game sheets are to be completed by the home team;
  • game sheets must be completed fully; including date, division, team names and coaches and trainers names and certificate numbers;
  • House League teams will usually practice once every other week, but because of limited ice time available this is not guaranteed; 
  • Midget and Juvenile House League teams are not given regular practices but will receive more game time to receive similar overall ice time to other divisions;
  • Midget and Juvenile House League will operate the following penalty rule: three penalties awarded to a player in a single game will result in a suspension for the next game. This does not affect anything related to OMHA, thus AP players can continue to play games/practices etc...
  • all divisions will receive approximately equal ice time over the season.

 

First Aid Kits

  1. will be supplied to each House League division;
  2. will be given to each House League Convenor, who will be responsible for them;
  3. kits must be available for all games;
  4. kits should also be available for practices;
  5. if any items from a first aid kit are used the Equipment Director is to be advised so the item(s) can be replaced;
  6. kits are to be returned to the Equipment Director at the end of the season.

Playoffs

    • playoffs will be a double round robin for four team divisions and single round robin for six team divisions;
    • teams will receive 2 points for a win, 1 for a tie (there is no overtime in round robin games);
    • if two or more teams are tied after the round robin, tie breakers are:
    • head to head record (two teams only),
    • goal differential (goals for minus goals against),
    • most goals for,
    • least penalty minutes,
    • coin toss;
    • finals will be played on weekday evenings;
    • 1st place team plays 2nd for A Championship, 3rd plays 4th for B, etc.;
    • ALL Championship games will be played with 10-10-15 STOP time periods
      (ice time will be a full 60min time slot to accommodate this requirement)
    • if tied after regulation play in finals, overtime will be a 5 minute period of sudden victory, with 3 skaters on each team;
      ·  if game is still tied, then a 3 player per team shootout will be used to decide a winner
      ·  if still tied then a single player, first team to score shootout process will be used to decide a winner
      ·  there will be no repeating of players during any part of the shootout, until ALL players have shot once
    • the division Convenor will present awards at the end of games;
    • awards will be given to all players, from both winning and losing teams in each game


    14. SELECT TEAMS

    Purpose:

    • to develop skills at a level above House League,
    • to provide House League players an opportunity to compete at a higher level.

    Coaches & Staff:

    • if there is interest in operating a Select team, the division Convenor should recruit or screen applicants for coaching staff;
    • the Head Coach should not be the coach of a house league team if possible;
    • members of the coaching staff are to be interviewed (if required) and approved by the Board;
    • there must be an NCCP carded coach and an HTCP carded trainer on each team;
    • Police Record Checks are required to be submitted to the Board Designate by all staff members;
    • a Team Officials form must be submitted to the Board by each Select team;
    • player selection is to be conducted by the Head Coach, with input from the Convenor and House League coaches;
    • The Head Coach or Manager is to supply the Convenor with names of players and notice of practices, games and tournaments, in advance.

    Ice time:

    • is not guaranteed by PPMH, it will be provided when available;
    • other ice is to be arranged and paid for by team management;
    • practices are limited to 2 per month;
    • if there is no Minor Rep or #2 team in a division, PPMH may assist with developing and scheduling a Select team.

    Games and tournaments:

    • are to be arranged by team management;
    • are not to conflict with House League games (OMHA) rule;
    • are limited to 2 games per month and 3 tournaments per season (OMHA rule);
    • the Convenor is to be notified and approve games and tournaments in advance;
    • officials are to be booked and paid for by team management through the Officials Scheduler, except for games outside Port Perry, for those the team will have to arrange for and pay officials themselves;
    • a fee for visiting teams is to be charged.

    Fees

    • the extra fee for playing Select will be determined annually by the Board;
    • in February the Treasurer will invoice Select teams for the extra fee based on the amount of ice time the teams have received;
    • the fee is payable on receipt.


    15. TYKE PROGRAM

    Tyke players will follow the CHIP Program.

    17. TEAM CLOTHING

    Uniforms:

    • coaching staffs are responsible for the condition of team sweaters;
    • name bars are not to be sewn on sweaters;
    • for Captains and Alternates, letters should be sewn on sweaters so they can be removed without damaging the sweaters;
    • sweaters are not to be given to players to take home, they are to be kept in the team locker;
    • sweaters are to be washed in cold water at least twice per season;
    • one pair of hockey socks per player will be provided by PPMH.

    Off-ice dress:

    • Rep teams can determine off ice dress codes for their team, keeping in mind the ability of parents to afford items;
    • Predator apparel will be sold by the Board through a supplier determined by the Board;
    • teams are not to obtain any apparel with the Predator name or logo from any other source.


    18. TEAM PICTURES

    • team and individual pictures will be provided as part of registration fees;
    • picture date(s) and the photographer will be arranged by the Board;
    • pictures will be scheduled after House League teams have been set and no more changes are anticipated;
    • one copy of each team picture is provided for the sponsor;
    • the head of the Sponsorship Committee will arrange for each sponsor’s picture to be delivered.


    19. TOURNAMENTS

    Rep tournaments:

    • the Tournament Convenor will be in charge of all Rep. tournaments;
    • tournaments are run as a fund-raiser for PPMH, not individual teams;
    • the Board of Directors will determine how many tournaments PPMH will host and for which teams;
    • PPMH teams will be charged a fee to enter the tournaments;
    • the fee will be determined by the Board;
    • the Board of Directors will operate 50/50 and other fund-raising draws;
    • Rep. teams can operate a draw table to raise funds for their individual teams;
    • a fee is payable from each team to PPMH to operate a prize table;
    • each PPMH host team is encouraged to assist with the operation of the tournaments;
    • for out of town tournaments, PPMH will advance funds to teams to cover costs of entering prior to a team setting a budget and receiving player fees;
    • the money loaned to a team is repayable by November 1st.

    House League tournaments:

    • the Tournament Convenor will be in charge of all House League tournaments;
    • if tournaments are held each House League team is invited to enter;
    • the entry fee will be determined annually by the Board;
    • teams must pay the fee by December 1st or their spot will be given to another team;
    • House League Convenors, coaches and parents are required to assist the Tournament Convenor with running tournaments;


    20. GATE ADMISSIONS

    • gate admission fees will be charged for all OMHA Rep. games;
    • the fee will be determined by the Lakeshore and York-Simcoe Leagues;
    • a fee of $1,200.00 will be charged to each Rep. team to cover the gate;
    • each Rep. team will be responsible for running the gate for their games, up until OMHA quarter finals, with the proceeds going to the team;
    • PPMH will run the gate for quarter final series and beyond;
    • all PPMH players will be admitted free of charge to all games;
    • players’ parents will be admitted free of charge until OMHA quarter final series;
    • members of coaching staffs will be given gate passes allowing free entry into all PPMH home games;
    • Life Members are admitted free to all PPMH home games;
    • there is no gate charged for exhibition games, however $60.00 must be collected from the visiting team if there is a 2-man referee system, or $100.00 if there is a 3-man system;
    • teams having exhibitions games must contact the Gate Admission Co-ordinator to arrange payment, otherwise the fee will be charged to the team.


    21. DEVELOPMENT CLINICS

    Coaching

    • the Vice President–Development will determine when PPMH will host NCCP coaching clinics;
    • the cost of the first clinic a coach attends, either CHIP or Coach level, will be the responsibility of the coach or may be included as part of a team budget;
    • if a coach shows commitment to PPMH by attending a Refresher or Intermediate level clinic, the cost will be paid by PPMH.

    Trainers

    • the Vice President–Development will determine when PPMH will host HTCP clinics;
    • the cost of the first clinic a trainer attends will be the responsibility of the trainer or may be made part of a team budget;
    • if a trainer shows commitment to PPMH by renewing or upgrading his/her trainer’s card, the cost will be paid by PPMH.

    Referees

    - PPMH will pay 50% of the cost of a referee’s clinic, and may pay the full cost, depending on attendance, reliability and commitment to the organization.

    Body checking

    - body-checking clinics may be held for Atom Rep and Peewee house league players;

    • volunteers to run the clinic should have attended an OMHA body checking coaching clinic.

    Goalies

    • goalie development is an important element in fielding competitive teams;
    • goalie clinics will be offered to all interested goalies whenever possible;
    • anyone interested in assisting in goalie development is encouraged to contact the Vice President-Development.


    22. AWARDS BANQUET

    At the end of each season an awards banquet will be held to thank the volunteers who offered their time and effort during the season and to recognize individual award winners and OMHA Champions.



    23. WEB SITE

    Port Perry Minor Hockey will operate a web site at www.portperrypredators.on.ca. The site will be the responsibility of the Communications Director.

    Due to privacy concerns and concern for the safety and well being of children in PPMH, it will be our policy not to put individual players’ names or photographs on the web site.

    Players may be referred to by first name and last initial and photographs may be used if individual players are not identifiable.

    Any other member (board member, coaching staff, etc.) may have their name removed from the site at their request.


    24. AAA & JUNIOR TRYOUTS

    When a PPMH player wants to try out for a AAA or Junior team, the Permission to Skate form will only be signed by the OMHA Contact or the Registrar. The Registrar and/or OMHA Contact will keep a list of players trying out for AAA or Junior teams.


    25. PARTNERSHIP PROGRAMS WITH LOCAL BUSINESSES

    PPMH has entered into co-operative business programs with local businesses Watertowne and Basket Delights and More. These businesses have agreed to pay a rebate to PPMH for sales to PPMH members. Members are encouraged to support our local businesses and in turn support our organization.
